Could you answer following questions:

1.) Will computer have to be turned on all the time to watch media on apple tv?

2.) Will it transfer files via wifi like itunes to apple tv or will apple tv play it from internet (no good as one would use lots of bandwidth)?

Is there a site where we can learn about Boxee apps without having to add them and try them out in Boxee first?

very simply - drop.io is an upload service, along the lines of Rapidshare/Megaupload, but instead of being limited to downloading locally, you're free to stream the media that you upload. when you upload stuff, it creates a url, similar to a tinyurl (called a "drop"). this is where all of your files are located.

so Dropboxee enables you to open up boxee, navigate to your drop where you uploaded stuff, and play it all in boxee. hopefully that clears things up for those who don't get it.
